That depends on the store. Take Green Man Gaming for instance. They often advertise games as for sale in Japan the will forcefully refund and revoke keys claiming they weren't allowed to sell in the region after all. Yet they keep selling the affected games in Japan. For that matter Green Man Gaming are still selling at least one MMO which shut down a good 3 or 4 years ago, and thus is a completely unusable product. And they do that knowing full well it's unusable.
In fact I've had worse experiences with Green Man Gaming who claim to be a legitimate authorised seller than I have with less legitimate sites in the past. Still I prefer sites who get their keys from the publishers so now use another UK site which has proven itself far more trustworthy than Green Man Gaming and who confer with the publisher about selling their keys worldwide.
With the steam controller it's much less annoying to play but yeah...
