Dahl's Ultimatum [SPOILERS]
During the timed sidequest where Dahl removes oxygen from the Cargo Bay and threatens to suffocate all the survivors, you have to meet him in Life Support and find a way to restore oxygen to the Cargo Bay. I know this can be done by having one of those air regulators in your inventory and just placing it into the empty slot but I didn't have one with me so I just removed the one for the Power Plant and moved it to the Cargo Bay slot, which completed the quest. Then I left, fabricated a new air regulator (I found the fabrication plan somewhere earlier on) and put it in the Power Plant slot. My question is, is it possible that somebody died because I cut the oxygen flow in the Power Plant for a couple of minutes? I wouldn't want this to prevent me from getting the achievement for not hurting anyone but I can't remember anyone besides Ilyushin (who at this point is in Morgan's office) being alive in the Power Plant.

As far as I know, the only living person on the Power Plant level is Mikhaila, and by that point you'd have either helped her and she left for your office, or she already died of her disease. So I don't think you could kill anyone by cutting air to the Power Plant at that point.

I suppose you could load up an older save, from before you did that and use a security terminal to see if there are any living crew currently listed as being in the Power Plant.

Good point. Well, I did rescue Mikhaila so I'm going to assume nobody was there. To be honest, I think Talos employees shouldn't die at all because of oxygen shortages since they all wear the TranStar uniforms/spacesuits but I don't suppose that's how the game works.
While on that topic, some time later Chief Elazar says that she "lost some good people fighting the Blackboxes". I assume that's supposed to happen and you can't do anything about it?

I think so yeah. I actually solved her O2 problem from outside the station when I hacked KASPAR. So when I got to Life Support, I found some dead operators, typhon, and security guards and no Dahl. Elazar was holed up there and she gave me the same "We lost a lot of men" line you mentioned, and I kind of assumed she and her team had come running when I opened the doors for them, and that they'd driven Dahl out of that level.

I'm not sure how that quest plays out if you go directly to Life Support to face Dahl, but if you got that same line from Elazar, then I'm guessing there's nothing you can do about the security guards who died fighting their way to Life Support.

Thanks. I'm tempted to go and check if the number of NPCs in Elazar's crew is the same as it was before her team moved.

^After she gets to Life Support? She was there with two others when I met her. There were two dead guards (that I saw) at the entrance to the big room where the fans are (forget the name).
I suppose then that all of this happens "off-screen" and you can't save those people. Oh well. It's funny because I once accidentally triggered the Nightmare right next to Elazar's hideout in the Cargo Bay and her people handled it just fine, then they die to a bunch of flying boxes.
Depending on how quickly you move, how well you know Kaspar's spawn points etc, you can keep any of Elazar's team from dying. This requires avoiding getting Dahl's message that he's sabotaged the air filtration in the first place.

Option 1) You can try rushing to the Shuttle Bay to find out where Kaspar is, then going straight there. If it's dead or hacked, Dahl will not sabotage the air if he hasn't already and will head up to the Arboretum to get Alex.

Option 2) Rush straight down to Life Support and take out Dahl, who will be in the oxygen control room. A karmic way of doing this is to reboot the air supply, asphyxiating him without risk to yourself. You can then beat his unconscious body to a pulp if you like, or leave him for Igwe to salvage.

Either way, Elazar will move her team to Life Support afterwards.
So one last question about Elazar's people: if you finish the Dahl sidequest to let the survivors escape and choose to blow Talos I up, what happens to Elazar's survivors? Even though I checked on her in Life Support and most of her crew were still alive before the Typhon Apex arrived, the only people I found in Dahl's shuttle were Ilyushin, Igwe, Ingram and Elazar herself. Does that mean all the other survivors die anyway?
They blow up. January mentions a couple of times that rescuing some of these people is intimately a little pointless, since you plan to blow up the station, but that you're a good person for helping them.
Not quite. They don't show up in the shuttle itself because there isn't room for them - they are, however, listed as being in the shuttle cargo hold.

First game I played Kaspar was outside the station and taking him down stopped the whole problem, second time he was in psychotronics and I had to rush to Life Support instead to zap dahl and fix the air supply. I guess it's random? Are there anymore places people have seen Kaspar?

That is true, I checked the crew counter and there were 27 people in the cargo hold (in addition to the 6 actually present in the shuttle). I didn't even know I still had that many people alive on the station... maybe the IT closet guys were there too?

Oh really? I never noticed that. That's a nice touch. I did kinda wonder why I was going out of my way to save these people when the plan was to blow everything up anyway.
@Tweed:
I found Kaspar in the Neuromod Division close to the helipad.
