Are you sure you're recycling everything you find? Are you exploring enough of Talos I and the Exterior? Make sure you recycle excess weapons too if you can for added synthetic and mineral resources.
Are you hugging enemies when using the Shotgun/ Pistol? Not doing so would lead to a massive difference in damage (example: point blank shotgun blasts hit for ~95, whereas a midrange shot will hit for ~20). Additionally, are you stunning/ Glooing your enemies before attacking them? All enemies take considerably more damage if you can render them impotent. Just be sure to use your ammo intelligently, it's a finite resource.

If u player on insane oder one beneath and try it with 0 skills, its really annoying.
Otherwise u should got more than enough ressourches for crafting.
Also as others wrote - abuse med bots and heal using them as often as possible.
You can also try to use the environment more. Throw exploding barrels at enemies (they do a lot of damage), place lure grenades in a middle of burning oil or electrified water (typhoon will move towards attractor even if it damages / kills them), get back to using wrench on mimics (rather than shotgun) and also get a q-beam with ammo from one of the labs (it helps a ton with tougher enemies like techno- typhoons).
I found myself in a dot like you (only human mods) somewhere in the middle of the game. I had barely any ammo and recycling parts. Then I stopped following missions and went on to explore locations I haven't visited yet at that point (I think mainly Deep Storage, Crew Quarters, The Bridge and Shuttle Bay). I found enough materials to craft some nice ammo, bought the health increasing mod and firearms damage increase mod, learnt to use the enviro more often and hadn't had a problem since. In the end I had tons of ammo and materials.
Also, a basic thing but worth mentioning, pick your weapons wisely. Shotgun is good at close range but worthless on mid and high range so switch to pistol. When enemies approach don't keep using the pistol but switch to shotgun. Use Q-Beam on tougher enemies but don't waste it on weaklings. Use grenades to negate typhoon abnilities (like elecricity of the voltaic phantom) and close in fast and make use of the shotgun at point blank.
And I think the best answer I can find is:
You don't really need to go to lengths described in the original post quoted above. You can absolutely do that but it is overkill, however, it shows how great this game is as it provides so many different tools to a player. Recycle charge can be used to access blocked areas if you do not have Leverage skill high enough. It can help when you run into full inventory issue as it replaces Recycler machine. It works as a weapon or trap too.
Most important to realize is that you don't have to kill every single enemy and that you utilize appropriate weapon for any given enemy--mimics should be wrenched, basic phantoms should be killed from hiding with single shotgun blasts, etc.
You should also learn to combine various weapons to gain advantage over your enemies--stun + shotgun is great combo, gloo + pistol works great for Voltaic phantom, etc.
Lastly, get those skills that help you generate extra resources from fallen enemies. The earlier you pick those, the higher return they will provide at the end. Materials Expert is another no-brainer for early skill pick.
