Yes, you can shoot Janaury right when you meet her, then December is safe for the rest of the game.
Problem is December does not interact with you at all except the one quest he/she gives you about the escape key and fleeing the station. You miss out in turn on all things related to January, all the tips and story lore he/she provides.
So its not worth it at all. Storywise NOTHING changes if you safe December.
To answer your question, yes you can save December, and
no, December dying isn't something that's "supposed to happen." Or rather, it doesn't have to happen, It isn't a scripted event in that way. It's just you need to be fast on the gun and it's pointless saving it apparently as the canonical way is December to die for plot reasons (I think).
Yes, your failed quest log is there for a reason.
No, failing that quest isn't important, and is probably the better "should" happen scenario. It's basically meant to happen but you can save it during normal gameplay. Should you? Apparently nah.
