Communication Device = Teapot?

Not sure if this is an easter egg or a quest I've yet to start tracking but does anyone know why this little teapot thingy is called a communication device. Tried picking up and placing a call, no one answered. Sad. :(

It's CLEARLY a secret communication device poorly hidden inside the teapot. It's not a bug, it's a feature of your optical sensors!
