And how do you not have any other save game? The game itself makes several auto saves after every area you enter and any major event.
Did you look that you dont have any older saves?
Also, its HIGHLY unwise to just use one save game with this game, there are some nasty bugs that can trigger.
If you cant find any more enmies to end the quest ( look if some are stuck in containers or the wall or similar, use your psychotron to maybe detect them)
then you are out of luck i´m afraid.
I have no clue, its possible. You are not the first person i read about who had problems with that quest not ending because some enemy missspawned.

But do you really want a save game from someone else who most likely skilled his character totally different, has different items and made different decisions throughout the story?
So i could upload that save if you want. But like i wrote i most likely have made different decisions like yourself so far and skilled my character another way.
So if you want the save:
I play the female Morgan Yu, I upgraded the Shotgun, Stun Gun and the Q-Beam to max, i invested all my neuromods only into the human mod section, i never killed any human and saved everyone so far at that point. Game played on normal. So that would be the baseline for that save game.
The offical support forum is pretty much dead, the devs don't respond, support is useless. the community mods aren't saying much, as they aren't getting much from the devs.
There is a new patch in the works, (steam DB) but I still wouldn't hold your breath on seeing this patch magically fix more bugs.
the best thing might be to start over, as its the save system that is still borked, and the save system that seems to be the root of the problem. But that won't be fixed as they won't remove the damn DRM on the save files.
This game is good, but is lacking the support it really deserves, and these issues shoud never have been in the releae copies from day one.

1. Leave cargo and go back to exterior, save your game
2. Find the save slot, delete cargobay.level (or whatever it's called) - or just move it to your desktop.
3. Re-enter cargo - the level will now be reset. Go directly to speak to Sarah, get the plan (if you don't have it already (it's optional), restore power, make/find turrets, kill the typhons after opening the door. This should work. Only then you should be doing exploring/looting.

yep, not sure why people play games like this and don't make hard saves if for no other reason than the fact games can bug out, glitches can happen. I always have multiple save states on hand just for this reason.
