Recycler charge fabrication plan
I do not seem to find one, does someone know where it is?

Spoilers, obviously.

I found the plan in the room with the Recycler and Fabricator in Deep Storage. Enter the Deep Storage area with the voice-over from Sho, kill the first few enemies, then either jump up to the balcony or open a nearby door which will bring you to the second level of this area. There is a green door leading to the room you are looking for - beware the fire dude and two or three mimics on the inside.

The earliest one that you can get should be in one of the rooms in the crew quarters (room of the ballistics lab chief).
