Fairly early on they stress the importance of using combinations at least.

GLOO + Damage
Nullwave + Damage
etc.
Often you can sneak up and Shotgun Rhinoplasty or Rapture Handshake most of the smaller enemies, conserving ammo of weapons as needed. A shotgun shell for each mimic even up to hard works. Leverage and especially the ubiquitous Reployer found in most offices can take down a stunned/immobile enemy or check for mimics (another use of the foam darts besides luring!)
Further on they stress the importance of turning the situation into your advantage, and there are usually a number of ways to do that in each area.
Now if you want to Run + Gun, consider the Bait and Bot. This is where the pistol is of great advantage with turrets, place turrets down and keep plinking the enemy with the pistol to keep its attention until the turrets chew it down. Best if you spread out the turrets, you'll know why later.
Weapon upgrades, the security weapon damage upgrade, and smart recycling of scenery objects with that +20% bonus skill should be something those looking to play more toe-to-toe should look into at start.
Don't go flailing meatbag, go predatory upon them. Incapacitate. Surprise. Outnumber. Trap. Deny. Recycle them into ammo to kill more. You can do all of these things.
Absolutely right! Which is why I'm rather sad when reviewers hand out mediocre reviews, saying that 'the gunplay is not en par with a real shooter.' or something similar.
Because it is not. Any fool can see that you don't have the smooth movement nor the amazing hitboxes of a Counter-Strike, you don't have the usual 5-8 damage weapons plus one Gravity-Gun-like special gun that are the shooter standard at the moment.
Which is why I feel sorry for the people that tried / try to do it with guns only. You see, when the advertisment says 'Tackle every problem the way you like' and stuff like that, I imagine it's super frustrating to start with a gun character and realize that you may be stuck or the difficulty is too high for you. Both realisations are poison for your motivation.
And yeah, they mention it ingame - yet their marketing sells 'total freedom', which brings people like the OP in the situation to hate on too few 'real' guns. That whole circle could've been avoided if it were marketed as stealth/horror or something similar.
Anywho, since System Shock 1 the Wrench is always overpowered; so if you, dear reader, are ever stuck - try to grab a few more Mods, the investment is not that heavy. Yeah I know it sucks for you, but try to get involved and you will find the 'real' game that entails the use of spells, weaponry, the wrench, grenades, crafting and stealth to varying degrees.
Aside from neuromods, how many weapons do people think are in the game? I count at least 11 physical weapons that provide a variety of uses, particularly when combined together.
You can do that within reason with the pisol with upgrades.
My current playthrough is with guns only (and a single point of mimic which got used all of 6 times). While I feel that the guns could be more....gunny, that is mostly resolved by using upgrade kits. I am somewhat irritated that the shotgun is useless outside of ♥♥♥♥♥♥♥♥♥♥♥ range. At least it's incredible when you are close enough to suck those alien ♥♥♥♥♥ but don't really feel like being a total ♥♥♥♥ right then.

I...I don't know. I had to turn the difficulty UP because it was feeling too easy on Normal.
I am also well into double digits in most resources waiting for anything I might need to craft. with a decent supply of ammo - combos are the key as the game tells you.
To be fair to the CoD fans, the B'AWWW is just WORSE than most of their ilk is often blamed for.

Yes, because you're clearly playing it nothing like from the pedigree it works upon.

Yet the game is marketed as 'play it completely your way', which does entail the possibility to shoot it up throughout the whole game. Now I imagine, with this promise in mind you buy the game and want to play it as a shooter, because you were told you could and haven't read any reviews or whatever.
In this ( hypothetical ) situation, the player will get frustrated. And to a degree he's right to do so, seeing as the actual shooter part consisting of enemy movement, weapon feel / differences between the weapons, hitboxes including headshot capabilities, placement of enemies and availability of ressources is rather underwhelming - it would not pass as a modern shooter in my eyes.
Now it is no shooter, and you should not play it that way. But that does not change the fact that Bethesda markets the game as giving you the freedom to do what you want when approaching and dealing with a situation. Which is technically a lie I reckon.
I'm just trying to work up some empathy for the 'generic shooter player' and to understand OP's situation. And while I would normally be the first clown to tell shooter players to not 'shooter' it up, I can see how they could feel somewhat angry as a game that is named after a shooter and is marketed to be playable as a shooter actually is a sub-par game when played as a shooter.
Just pick the wrench, guys, the wrench is always overpowered.
