Yep, there's hardly a joke of a rail gun - we need a machine gun, a gatling laser, a turbo-plasma rifle and some sort of rocket launcher.
well okay the nerf/gloo/stun gun do "no" dmg (yes i know the stun gun does dmg to electronic based enemys) maybe thats why you think the arsenal is so small.
btw both bioshock and prey have 8 different weapons, if you count all the granade types as 1 weapon in prey.
A flamethrower, a grenade launcher, a pitchfork, .50 sniper rifle with DU rounds, a junk thrower (because I killed it with a banana peel LOL!), a Sacrificial Malibu Barbie, 3 more varieties of pistol, 4 more melee weapons including a katana, something exotic most will kill themselves trying to use it the first time around, and my favourite - Gary Busey in a Bottle.

I'm a elite Gary Busey hunter, these Busey's will be destroyed or put into various shows and movies as cameos, it's his son 'The guy with the teeth from starship troopers' Busey who is the real and current threat!
What they should tell you is that you are to incorporate hacking, psi-powers and stealth into your playstyle to get the best experience; and that you are going to feel miserable if you try to completely gun it.
This is not a bad thing per se, mind you. Even System Shock 2 didn't get the gunplay right - but the resulting 'slower' progress speed lends itself nicely to the kind of indirect storytelling we have in SS2 and Prey.
