How to get purchased DLC to install and work properly!
(This is a copy from a previous post, but I though it might be helpful to those searching for this specific problem, so I started a new discussion in the hopes that this will save people some amount of frustration.)

This is what I had to do...

Remember that the vast majority of the DLC had to be bought through EA/Bioware, and couldn't be picked up on Steam. This was the precusrsor of the giant kerfuffle whereupon Steam kicked a few EA games off of their serrvice. Now you can still download your copy of Dragon Age II through Steam (even though you can no longer purchase it), but all of the DLC that is attached to an EA/Bioware account cannot be accessed. If you try to log in within the game to redeem your DLC, you will be unable to connect to EA's servers. Why? They've all migrated to Origin.

So now to get this to work, and to have all of your DLC download and verfiy correctly, you need to do it through Origin. Yeah, I know; let's just get this ♥♥♥♥ over with, shall we?

Now I already had all of the DLC, and it was attached to my Bioware Social account which I had already associated/merged with my Origin account. So I had to install the Origin client, then from within Origin, go to Origin > Redeem Product Code > then enter in the CD key for your copy of Dragon Age II from Steam (just look up DAII in your library, or right click and 'Get CD Key'). [Side Note: I was also able to do this for Dragon Age: Origins, Dragon Age: Awakening, and Mass Effect 1 & 2]

This will add your Steam purchased copy of Dragon Age II to your Origin account, and any DLC that you have attached to your EA/Bioware account should install. If it hasn't been added, presumably you can also redeem your Special Edition or Preorder Steam keys as well. When I right-clicked on DAII in Origin and went to View Game Detail, all of my previously purchased DLC (all of the item packs, The Black Emporium, The Exiled Prince, Legacy, and Mark of the Assassin) were there and being downloaded. Now all of my DLC was already associated with my previous EA/Bioware account already, so your mileage may very.

Once you do this, you will need to launch the game from your Origin client. Steam will no longer be able to locate the executable, either from a desktop shortcut or from within your Library.

If you have steam key for the dlc. Register it at your biioware account and download it. Ones that dont have such link would require you to login in game to download dlc

I have no problems logging in using my Steam copy and I have all the DLC which works perfectly fine.

Me either, sounds like he needed to verify game cache

I did, but that didn't fix the problem. The problem was that DAII, when laucnehed from Steam, refuesd to connect to the EA Origin servers once the game launched. Without that connection, I was unable to login to my account and get access to my DLC purchases after a fresh install. This is what I had to do to get DAII to connect to the Origin servers.

You should be able to register your game serial on Origin and download it through that. You can also do this if you have box copy of DAO or DA2. After that you should be able to install the DLCs by right clicking on the title and select "view game details".

If you cannot then you can download the DLCs directly from Bioware social network under My Profile > Registered Game Content

i preorderd da2 and played it for over 200 hours fine. I uninstalled it a while back and now reinstalled it and none of my dlc is working properly. I log in and i have the "unlockables" but no dlc, no black emporium no sebastian dlc....i just played this a few months ago and it was all there. now heres the funny part, i login to bioware and it says i have all these things yet while im logged in in game it says its not....I tried loading it through origin like the op says but it has error installing the dlc. I enter my additional cd keys and they say they are in use....i knw they are in use but wtf its in use by me and its unusable.
