Enabling Console commands

I cannot for the life of me figure out how to enable console commands, ive looked up tons of how to's and video guides but none of them are specificaly for the steam ultimate edition and the files they describe do not exist in this edition. I am a computer dolts but i have been getting better over the past year... please can some one help me with detailed step by step instrctions specificaly for the steam ultimate edition... thanks I hope

Ok. I have uploaded my KeyBindings.ini file too. It uses all the default keys in-game and uses F7 to open the console.

Place it in My Documents\BioWare\Dragon Age\Settings\

I have also edited my original guide to add it into there too.
