Can Rogue or Warrior Use Magic?
At some point of the game? Cuz I'm a Witcher fan and I want my character to use both melee and magic...(but being a true Witcher fan I hate mages)

They can't, other than use of enchanted items. But there will usually be the option of having a magic user in the party to make up for that.

And is it possible to build a mage character that relies heavily on melee?

(that dude in DA2 trailer is clearly a mage but he was flailing his staff-blade the whole time....)

Yes you can go for mage class and then go for melee weapons and armor when you pick Arcane warrior specialization(It becomes available later). You can read on the Internet how to get it. The other way around doesn't work though (Rogue>Mage/Warrior>Mage),
