More importantly, Steam's terms of service, apparently prohibit using a VPN to purchases games. You can move and change regions by providing a new mailing address to prove you belong in the new region, but using a VPN to circumvent region restrictions could get you banned. I'm sorry to say.
There has to be some second hand store someplace selling them heck amazon has new copies. Maybe take a vacation someplace nice and grab one while your there. :)
Or perhaps a gaming friend that live someplace that can grab one and send it to you and you can repay them with buying them something they want. You can get the hard disk versions of this game for 10 bucks on a sale, and shipping shouldn't be that much.
