Quest Bug

[Lockdown]

I'm having issues with the Rare Ironbark quest triggering from Varathorn in the Brecilian Outskirts

Normally he gives 3 dialogue options, the first option is something along the lines of "Let me find some ironbark for you"

I only have 2 options which are "I should go" and "Tough Luck"

Any ideas why I can't trigger this quest?

Have you already completed any of the other quests for the elves? I think I had to complete at least one other to gain his trust cause he stil might consider you an outsider. I would try doing the quest where the guy asks you to find out what happened to his wife or find the hunter in the woods the elves are still looking for then go back and Varathorn will give you the quest.

I've done every single Dalish quest except the one where you need high survival skills to talk to the white deer thing.

It must have something to do with Cunning or some other attribute that is low. I don't see any other reason why.
