Report a translation problem
Only thing that might make things (seem) easier is the fact that you will acquire more skills as you level, and gear. Your level will always affect enemy level too, so thats moot point.
So if you fight say a High Dragon at level 9, you might not be that well armed to fight it yet, so it becomes harder to beat. If youre level 18 however, you have at least double the skills, you have two specializations, you are probably better geared, etc etc, making it seem easier (or effectively easier). The dragon tho, scaled in level just like you did.

Very similar to Knights of the Old Republic 1 where you could fly to any planet, but there was a hidden order of difficulty, even with scaling.
