Chances are you haven't unlocked many tactic slots for any character which you use to allocate skills so they'll use them, also if they run out of stamina/mana they can't use them, or you just haven't set them up in the tactic options, i'm guessing it's one of these things btw, a screen shot of you party members tactic settings would help people give you more advice on your problem

an example is say you are using Morrigan as soon as you get her she has around 10 different skills but she only has around 5 tactic slots and if she is set up as a damager she will only use 2 maybe 3 skills because thats all the damaging skills she has at the very beginning, so any of the other skills that aren't slotted are basically redundant until you get more slots or configure them yourself

I was setting Tactics preset to any possible option. Every time while fighting my companions had 100% mana/stamina. They just only do basic attacks.

Btw. I have 4 tactics for every companion. So it means they can do only 4 things? Where is logic in this game. Now I would like to refund my money. It was mistake to get this game.

That might be the problem then, when you level up you need to put points into cunning so you can unlock combat tactics, you only need 16 cunning to unlock every combat tactic skill

EDIT: combat tactic's is in your skills section not abilities, the section with stealing, poison making, herbalism etc etc

so depending on what class you are playing it will vary when you get these points at level up

a rogue will get a point at every other level where a mage or warrior every 3rd/4th level up so depending on class some will take longer than others to accumulate until you can get more tactic slots for your party members

So it seems I was selecting all my team. That's why they did basic attack only :\ I have to control only 1 party member. It's hard because now everyone is focusing everyone. I prefer to focus enemies one by one :c
Make sure to set the Behavior (the drop-down on the top-right of the Tactics page). Behavior determines what the character does when there is no specific Tactic to use. I have found there are really only two Behaviors that work well- Aggressive (for melee characters) and Ranged (for archers and mages). Other Behavior choices seem to result in some standing around by the characters you don't control.

If you want to concentrate fire on one opponent at a time, you can use the Tactic option "Enemy: Target of Main Character -> Attack." Or you can choose a specific character instead of main or a different action besides Attack.

The Dragon Age Wiki[dragonage.wikia.com] has a lot of good advice on using the Tactics system.
