How make Slim Couldry for Crime Wave quest appear?

I play as warrior, and did some jobs from gnawed noble tavern. But still Slim Couldry didin't appered. Some people says, he appear even if you don't play on your character as rogue.

You need the " stealing " skill on your main character. Doesnt matter if you are a warrior, rogue or mage. This is the only requirement.

Only 1 point is enough.

Just pick the stealing skill when you have a skill point. You gain one every 3 levels as a warrior

( skills are the abilities like coercion , combat training, poison making etc )
