Pre Level 9: Elves

Level 9 and up: It doesn't matter.

Depends on the difficulty level you selected and how well you're geared up.

The Dwarf place is considered to be one of the harder areas, so I would leave it till last on hard or nightmare, but it should be perfectly fine on normal or easy. You will get some good armor loot over there (3 fulls sets of heavy armor I believe) so it might be worth the trouble if you got several warriors.

The Dalish area is pretty easy so should be fine regardless. I don't remember any specific loot, other than a decent bow or leather armor.

Up to you really.

The Dalish area has a descent armor set, but it involes an optional side quest that can be harder than the actual area itself. Although that depends on the difficulty.

I always save orzamar for last.

Dalish is easier and more fun.

Dalish is easier, which I started at Level 10-11. Orzammar is more difficult, even the first battle in its outskirts. Sadly, the world is not scaling up to my character's level. :( So difficulty spikes could happen.

Although the game itself allows you to visit Denerim and Orzammar immediately after leaving Lothering, you're not meant to do so until much later in the game. Unfortunately BioWare does not make this clear at all. Going to these higher-level areas too soon is a contributing factor to some players reporting that the game is "too difficult" for them even on Normal mode. BioWare meant for the Bounty Hunters outside Orzammar as you approach it for the first time to be a "gating encounter" to scare you away if you're still too low level for the intended challenge level of Orzammar. Likewise for the Ser Landry encounter (the duel in the back alley) in Denerim. Both encounters will be doable, if not downright easy, if you come to these areas well after level 10 as intended by BioWare. However, lower-level players may find these location rewarding in both experience and higher-tier items.

So you can play in any order (but if you're lower than level 10 expect some difficulty):

The "intended" order (by the devs) is:

  • Mage Tower (Mages, duh!)
  • Redcliffe Village & Redcliffe Castle
  • Brecillian Forest (Elves)
  • Haven
  • Denerim & Orzammar (Dwarves) in either order
  • Landsmeet and the rest of the game.

Lower level (Lv 1s?): Redcliffe, Circle, Forest
Higher level (Lv 10s?): Orzammar, Ashes, Denerim
Max level (Lv 20-25): Denerim (Landsmeet), certain sidequests, Ending (though you could technically finish game by Lv 20)

You can do a lot of these in any order, but be aware that the quests like Orzammar are going to be more challenging than the other paths. I somehow survived it as my first choice on NIGHTMARE difficulty though, barely, crazily.
Ashes only opens up late on, and some of these quests benefit from having done previous content (like doing Circle before Redcliffe). None of it is a big deal.

Elves first makes sense. Also, get Shale before Orzimmar if you care about story stuff. If you've done mages/Redcliffe you should be able to handle the revenant fights for sidequest armor in Elves. Just keep your healer at a distance.

Zevran only appears after 1 main quest after Lothering, and I like the idea of taking an elf to the elf quest. That's one reason to do the elf quest 2nd or 3rd.
