You can only get it when you give 10 gold coins extra both times or 20 the second time you order the Drake Skin Armor so you end up paying 20 coins extra but worth it and you can use the money Exploit to get the coin.

I usually end up going with Knight-Commander's Plate, that extra 40% Spell Resistance more than makes up for lesser Armor value.

Shouldn't need to. Without any exploits, achievement items (*), grinding, or even finishing every sidequest, there's more than enough gold to buy three top-tier items like Anduril's Blessing, the Spellward, *and* the Staff of the Magister Lords as well as the drakeskin and dragon armors before you hit the endgame. You won't be able to buy EVERY top-tier item in the game possible for all your NPCs, but that would just be ridiculous.
(*) At least one is completely ridiculous; if you beat one DLC's boss on Hard or Nightmare, *every single new Origins character* will apparently have quick access to a free item with fairly mediocre stats but can be sold for over 300 gold.
