Can I Do leliana's song after I start a new campaign and still get the armor during my current campaign, or would I have to start over?

I think it's intended that you do Leliana's Song before starting a new campaign. AFAIK, that's the only way to begin with the armor that DLC gives you.

You should get the items any time you load a save after finishing LS.
