Attack speed is based on weapon wielding (single/dual/2-handed/ranged/staff), weapon type's stat (dagger, sword, axe, maul, etc...), talents (momentum, precise striking), spells (haste), and Swift Salve.
You can use a mod to fix the Momentum/Haste/Swift Salve bug:
