Illusiveman pretty much sums it up. I chose Behlen. Though I might need to think it over when I get there on my Dwarf Noble character.

Harrowmont is the morally better choice, as he is fairly honest and straightforward. His problem is that he's hugely traditional to the point of being regressive, and in the long term this leads the dwarves to become isolationist and have continuing internal conflict.
Bhelen is the more practical choice, but he operates with an amoral "ends justify the means" mentality. He's progressive, but will bring dwarf society forward whether it likes it or not with any means he can. Everything he's accused of regarding his father is actually true (Dwarf Noble Origins knows this all too well), and he uses forgeries and the like to ruin Harrowmont's reputation. That all said, he's simply a more effective leader than Harrowmont, as he expands trading and influence with surfacers, and faces less internal conflict. (remember that several side quests involved dwarves chafing under the current traditional society and seeking change)
If you wish your concience to remain clear and to say "I chose the good man", pick Harrowmont.
If you want to see Dwarf society improve and grow under a prosperous rule, becoming a part of the rest of the surface world, pick Bhelen.
Harrowmont is a well meaning yet narrow minded Republican who clings to tradition at any cost.
Bhelen is an insane Democrat (you know the guy who says you abuse your dog by feeding it table scraps? and the proceeds to call animal control and beat you over the head with a club to get his way? yeah he's that guy) progress is his middle name, but he dosent know where to stop.
bottom line; they are both ♥♥♥♥ rulers. Just let the darkspawn nation annex them it isn't worth the headache.
Bhelen supports Orzammar has to change. Casteless shouldnt be left as they are and take deep roads back from Darkspawn.
