Yep. Nexus is free. You do not need to select any of the OPTIONAL boxes. Just scroll past them and sign in.
Nexus does not spam your e-mail with advertisements, or push you to move in to premium account. I hanged around over four years there, before I decided to move in to premium account, which I am paying monthly.
Only direct e-mail from staff that I ever had there was from Robin himself, when he replied one of my questions in person.
So, feel free to sign in. You will not be disappointed, of feel cheated. You can quote me on that.
Just keep in mind that forum is moderated. Read ToS through and not just say that you did. That will keep you away from trouble.

The main difference there is the ability to use premium servers. I just reinstalled my Skyrim game and downloaded a bunch of new mods. The difference was noticeable.
But, premium membership is pretty much just for support. The difference is not big enough to make a difference for a regular user. I am using so much Nexus resources for mod testing and updates that I pay for the premium just out of a principle.
