If you sided with the Templars by slaughtering every mage or somehow convinced Commander with Cullen to imprison survivors than they won't help you.
Done the Circle option. No negative effects at all. In fact, a certain character is really happy about it
Honestly the worst thing that can happen in that quest is approval loss. You can't 'lose' support of one of the potential armies no matter how mean a warden you are.
It's the 'best' option for a nice character who doesn't want to kill anyone in the quest. Once you've saved Redcliffe village (if you chose to do so) you can leave the area and do however many quests you want without negative effects.
