Most people play these after their first playthrough, though IMO it doesn’t matter much when you play them.
DLC in the main game- The stone prisoner, wardens keep,return to ostagar
These appear in the main game. I like to complete warden’s keep first because Levi’s a good shop keeper to sell things to and is right next to a storage chest. Then I usually go get shale from the village. Finish it up with return to ostagar. I do them right away after leaving lothering, but you may want to wait until you recruit specific companions.
Post game DLC. For the best result of transferring one warden through all the different DLC it is recommended you go in this order.
Base game-Awakening-golems of A-witch hunt.
Leliana's Song - this is a prequel, is the story of a character you will meet, is best done early game probably once you are familiar with the basic mechanics of the game; personally I played it once I met her.
Darkspawn Chronicle - is a short fun "alternate" quest - do not play it before you finish the main campaign in Origins though, as it's played as a Darkspawn in the final stage of the game and contains spoilers.
The Stone Prisoner - is the one you are referring to - best done early game as well probably, whenever you prefer.
Return to Ostagar - is fine at any point. Some people like to do it later on in the game for some more drama.
Warden's Keep - wait until you are at least level 10.
After the main campaign the following take place in this order:
After each one of them the game will generate a save file that you can import into the next one (main campaign Origins too), then the last one can be used in Dragon Age II, while Dragon Age Inquisition uses a web browser tool called DA:KEEP to manually select the choices which you can also change if you'd like.
They are all pretty "flexible", so are the chapters in game, just follow what you think is best ;)
Additionally...are you *sure* you have it all? There's a pinned post in this forum that contains info on how to obtain and activate a LOT of bonus items and such that do not appear on Steam. You can even get the short DLC "A tale of Orzimmar" (I probably misspelled that) which is sort of a prequel to the Dwarf origin stories (and thus perhaps shouldn't be played till you at least play through the Dwarf origin bits to the point where you get recruited by Duncan.)
It can be tricky to get it all working, but the guide explains some methods and workarounds.

Seem unable to get anymore sad, unless I missed something, but I seem to have the rest of the items listed.
It's an easy install.
If you find the pinned guide unworkable for activating the DLC, I did it by downloading Origin (EA's version of Steam) then registering my Dragon Age Ultimate with my EA account by plugging in the CD codes Steam gives you. After that I used EA/Origins file verification/update to activate and unlock everything. I can't remember if I was able to do that through the Origin client or if I had to actually go to EA's current website (the Dragon Age Origins EA servers are dead) and login there.
In any case... It found my copy of the game in Steam's directory, I did NOT have to redownload an origin version. I think I may have had to boot up the game from the Origin client a time or two in order to get everything to "take."

To install dazips, first go to whatever your path is to get to Steam\steamapps\common\Dragon Age Ultimate Edition\bin_ship - look for a file called DAUpdater.exe and run it.
This will give you a window you can drag and drop the dazip file into.
Click on the file in the list and pop the install button.
Wait for it to say installed.
Close that window.
Now when you boot up your game, if you click on the downloadable content, and the installed tab, you should see "A Tale of Orzammar" with everything else. The character you make there is NOT portable to anything else, it's a stand-alone dlc despite effectively being a prequel to the events of the dwarf origin paths.
If you search DLC on the wiki, there are dl links to just about every dlc ever produced. You will get most of them via the Steam purchase and registering with EA/following the pinned guide unlocks a *bunch* of others. I think this was the only one I couldn't find anywhere else.
