(2) yes, especially, if you've already gone down this line of talents and obtained Below the Belt and Deadly Strike. Don't bother with Evasion (due to its attack-interrupting parry animation), unless you have low DEX or DEF value.
Increasing melee Crit chance from other talent sources:
+3% from Flanking/Backstab for a Rogue
+2% from Combat Movement
+1% from Coup De Grace
+2.5% from Dual-Weapon Expert
+2.5% from Assassin Specialization
+5% from Shadow Striking
+10% from Find Vitals
+5% from Stone Aura (with Renewed Assault)
+3+% from Song of Courage (powerful CUN-based Bard talent)
100% if attacking from Stealth (not using a talent)
Certain rogue talents can generate Crit Hits: Below Belt & Deadly Strike; while others generate AutoCrit Hits: Riposte on 2nd weapon, Cripple, Punisher at last strike, Twin Strikes, Pinpoint Strike.
On the other hand, sustaining Dual Striking or using Dual-Weapon Sweep have zero Crit Hits or Backstabs.
You can also increase Crit Chance via weapons, gloves, and Intensifying Runes.

The real source is either observation of pop-up tips in the game or examining the GDA game files after installing the DAO Toolset. Another is via the modding community.
