Dragon Age II and Dragon Age: Inquisition are not available from Steam. Valve and EA do not play nicely with those games.

Dragon Age II was previously in Steam. It got pulled out, over DLC distribution controversy. Quite naturally Inquisition didn't make it to Steam either.

The only concern you have is with importing a Steam-Dragon Age Origins save into Dragon Age 2. And the answer is, yes, you should have no problems. Saves are not dependent on which client (Steam or Origin) that you use.

Importing save data into Dragon Age Inquisition will require entering ALL of your saved data into the Dragon Age Keep website, setting your preferred "tapestry" (the sequence of events you have created) to default; then, in the Dragon Age Inquisition menu, importing that "tapestry" into Dragon Age Inquisition to load that world-state.

What he said. You don't 'import' save files the way you usually do.

For DAI, you need to build a custom world state from the choices you made in DAO and D2, by way of clicking on the 'unlocked' choices you have made during your playthroughs of DAO and D2.

You can mix and match them to create very different and very unique world states for DAI, which changes some quest line significantly, as some encounters.

SO it doesn't matter WHERE you own it.
