Dragon Age II was previously in Steam. It got pulled out, over DLC distribution controversy. Quite naturally Inquisition didn't make it to Steam either.
Importing save data into Dragon Age Inquisition will require entering ALL of your saved data into the Dragon Age Keep website, setting your preferred "tapestry" (the sequence of events you have created) to default; then, in the Dragon Age Inquisition menu, importing that "tapestry" into Dragon Age Inquisition to load that world-state.
What he said. You don't 'import' save files the way you usually do.
For DAI, you need to build a custom world state from the choices you made in DAO and D2, by way of clicking on the 'unlocked' choices you have made during your playthroughs of DAO and D2.
You can mix and match them to create very different and very unique world states for DAI, which changes some quest line significantly, as some encounters.
SO it doesn't matter WHERE you own it.
