If that is the case, then play Dragon Age 2 - including DLCs - if you want to experience NPCs and events that lead to Inquisition.
Otherwise just pick up Inquisition and make up your choises in the Keep. DA 2 isn't that good, but it is important chapter between DA:O and DA Inquisition, if you want a solid storyline.
It's the best pick, if you want to keep story coherent.

Dragon Age Inquisition is litle bit tricky. The gameplay is again pure ****. Very bad game mechanic, very bad toons, very bad combat, very bad dungeon design, very bad control, very bad camera.
But... the story is... Half story is absolutly great, second half is total garbage. And party sux. All companions are gay or psychopats or disabled or mix of those.
Sorry its not good game.
