Starting a petition to have this changed to "Dragon Age: Origins - Semi-Ultimate Edition"
there is a difference between ultimate edition and collector's edition. collector's in my past experience is usually always a pre-order bonus edition that only comes once. ultimate edition came out later on to combine all DLC into one game. (once all the dlc were finished).
besides those 4 extra attribute points do not really do all that much my friend. if you really want those extra attribute points, use the console and add 4 more. then you will feel like you have the collector's edition.
It's all included, they just fail to inform you of how to activate it.

I don't see a download option.
the return to ostagar dlc is part of the base game. you will see a quest on your map that says A King's Confidant , it will only show up after you move on from lothering .
