1. Verify the game files. Hover over Dragon Age: Origins in Steam library (where your games show), right click on it, and click "Properties". Once in properties, click the tab called "local files", and click "VERIFY INTEGRITY OF GAME FILES...".

It does a whole lot of fixes to the game, and does do stuff to the control menu. Maybe it can fix your problem? Plus, after you read what the fixpack does, you'll definitely keep it installed even if it doesn't fix your problem.
3. Install the LAA Patch for Dragon Age: Origins. The game uses a low amount of Ram/Memory, due to it being an older game. The patch allows the game to use more Ram/Memory compared to default. This ensures overall stability/performance of the game as a whole. 4. Set the affinity for Dragon Age: Origins to 1. The game was designed to use lower count core cpus compared to modern day cpus. This fix allows the game to only use 1 core, which not only fixes a wide variety of in-game issues (Mouse included), but will also ensure lower risk for the game crashing in the future. Skim the guide to the section labeled "Frequent Crashes" and it'll tell you how set the affinity. Even though your not experinceing crashes as I am aware of, this is the section where the fix is in.

5. I have never played the game as a Dwarven Commoner, so I would not know this, but it could be the chest is simply locked. The icon that shows over the chest look like a lock? If so, that means you cannot open untill get more cunning attribute, and at least 1 skill point in the lock skill.
If none of those suggestions work, let me know, and we can try a couple other things.
I can't help you with your mouse issue, but the chest in the Dwarf commoner's home has never opened - at least not to my knowledge. Never fear however, because your character is already equipped with everything he needs.
There are similar chests in the rooms where you start as a City Elf and the bedroom of the Human Noble character which contain items necessary to begin those story lines. For some reason the developer's decided not to use the chest in the Dwarf's home but forgot to delete it.
