Can you fight in the Proving Grounds after finishing A Paragon of Her Kind (Siding with Bhelen)

2nd playthrough, sided with Harrowmont first time and got to fight in the Proving Grounds during his quest. This time, I sided with Bhelen. His quest never required you to go to the Proving Grounds, so I decided I'd just go after finishing the main quest in Orzammar.

Now when I go to the Proving Grounds and try to talk the the arena master, he says that there won't be any Provings until the king allows it or something. Does this mean I'm locked out of fighting in the arena, or do I just have to come back to Orzammar another time?

I've never tried it myself, but I imagine that means you're locked out.

Provings are held in honour of someone or during an event. Since there are already two Provings in the game, Orzammar is focusing on the Blight and just resolved a long period of political unrest, it would be difficult to justify having another so the player can fight something.

There are the illegal Proving matches where you can earn the Blood Ring. It's useful for BMs but that's about it.
