Progress before Landsmeet?

So I've played off and on for a while now, and have completed 'A Paragon of Her Kind'. However when I look at my stats, it says I've only completed 9% of the game!

I've been trying to complete as many quests as possible before the Landsmeet, but a lot of my open quests can't be completed until I unlock the rest of Denerim.

Questions:
Does the Landsmeet really make up about 90% of the game?

My Warden is level 20 (almost 21) - is this about where I want to be before starting the endgame?

The Wiki makes mention of making sure to do certain things before the Landsmeet, or to do things in a certain order. Hard to keep track of everything. Is there any overarching guide on what quests to do and in which order?

After the landsmeet it will unlock the other part of Denerim if i remember correctly.
Don't go to Redcliffe after the landsmeet as that will start the last part of the game (point of no return).

You can still access the map during and after the landsmmeet if you still feel like you forgot something.

it could be that the dlc is included? and there are a whole bunch of side qeusts that are easily missed... just my 2 cents. if you know better please feel free to expand.

There is an order, where you should go first, because the enemies have a max level in the different locations and it would be too easy / difficult.

Thanks, but I was asking for the optimal order of specific side quests, including DLC.

I guess I need to start the Landsmeet now, as all of my open quests are either unfinishable, or inaccessible until I do. (e..g Elven Alienage)

Witch Hunt
Dragon Age: Awakening
The Darkspawn Chronicles
The Golems of Amgarrak

Will doing any of those aid (XP, items, etc.) me in my main quest?

Yes: witch hunt, chronicles And amgarrak give you a very good items for your main Game And awakening.
Also leliana's song.

The Lore canon order of the DLC And main Game is:
-leliana's song
-origin
-darkspawn chronicles
-awakening
-amgarrak
-witch hunt

90% of the game?.. hardly.. you could literally do everything in the game but the second half of denerim before even going to redcliff.

The game completion stat is directly tied to your achievements, so get all the achievements and you'll have 100% completion. I don't pay it much mind.
