Yeah, maybe it's really a problem with new card. I've seen it perform quite good on really old Intel HD units.
Yeah, I guess your PC ist just fine, since my hardware has the same problem. I'm running the Origin version. Maybe it's just a trick of the publisher to make people buy new games....

UPDATE: Problem is that the game hammers one CPU core 100%. Disabling Hyper threading gives 10 fps more, but still the last core is 100% used all the time. So there is something weird going on.
So this game uses 100% of one cpu core and disabling HT and Spectre and Meltdown Windows 0 protections raises the fps ~20 fps
ive heard intel gets a bigger performance hit with the fixes but ill chop this up to a game that just runs better on older systems (its not the first ive seen)
