But if you actually mean "Should i play DS2 without playing DS1" then no, you will miss out on many plot points and buildups.

You can absolutely play without having played the first, there's a short cinematic you can watch in the main menu that recaps the first game very well.

I would actually recommend playing this one before the other two games, the story is trash so don't worry about spoiling anything.

Due note that the third is exclusive on Origin minus consoles. I've never played DS3 but I feel the first two games are much better.

I've never really bothered to play it before but after I lost all of my games on Origin, I refuse to use it. If it means I'll never play the third, that's fine by me. I heard it's more action than horror and they got rid of the store, why call it a horror series when the last entry hardly has those elements?
