Can a steam frame player play with a quest player?

trying to figure out why it's a frame exclusive

you guys better do that, all of your previous games work fine on a Valve Index, this game is no different to that. Don't make it exclusive to Steam Frame.

we need games for pcvr not just the steam frame- we dont need games for the steam frame specifically because the whole point of the steam frame is to be a headset to take to play steam vr games in a standalone headset-

I am a little confused about this title. On the games Steam page I have scoured it looking for any mention of Steam Frame and cannot find any mention. I am allowed to add it to my library but get errors when I try to download or play. I have downloaded it for free on my Quest 3 anyway. If its Frame Only (they need this kinda thing to make people buy the frame I guess) that's fine, but surely it should be shouted about somewhere?...
