If you fail too many senate missions and piss them off, they will start to ask you to kill yourself. Refuse and you are outlawed and civil war starts.
Also, if you take too many cities without being ask too. You can get a long game and have many cities if you only conquer what the senate ask you too. Basically a happy senate is letting you do things on your wn, but only so far.
At one point you will have grown too strong for them no matter what you do, and they will again start to kill yourself.
It can also simply start if you attack rome, should you decide that it is time.
