RSII looks better (graphics), you make more money per turn, has larger unit sizes for larger battles, vast building options and relentless AI for tons of battles. It can be real fun early on but later it's hard to keep up with your buildings and vast number of stacks to protect and/or attack. It has a great music soundtrack also.
EB is more like a very fun interactive history lesson. You make less money per turn. The graphics aren't as pretty but still looks nice, like water color or color pencil effect. You spend more time building up your provinces and calculating your next move and battles are less but more meaningful.
Personally, I've played both for hundreds of hours but my favorite is EB. I still have it installed and love the feeling it gives you. Sort of like hunting and fishing where less is more. I still like RSII but it's for people who just really like to battle endlessly and lots of macroing. Both are good, just a matter of your preference. Do you want to bust lots of heads or feel like your part of a story.

You can't go wrong, it's like a Ferrari or a Lamborghini.
A more apt comparison is one is focused on improving game play and the other on appearence.
And we all know where this has led CA, which is to say, astray when it comes to game design.
