i think the AI cheats
i was playing as the julii and i was fighting gaul with my full stack i destroy 4 gaul Full stacks (no mods) and then one turn later the gauls has an other full stack and i dont think the Gauls have more men than the Chineese child slavery market

what difficulty are you playing on?

It is not so much about the number of people available for an army as it is the amuont of money you have to suort one or be able to hire mercs. I know people who play entire campaigns with armies of basic units and simply overwhelm the enemy rather than using expensive hardier units. The AI, especially barbarians, tend to also use this tactic.

well i am now at war with the city states as the juli(other roman factions failed miserebly) and they do the same thing exept they dont use town pikes.... they use armoured hoplites(not like it matter fighting pike nations require lots of micro manage)

The AI itself can't go bankrupt, so they usually have huge stacks every where.

I'm playing a campaign (as Macedon). The Seleucids have been bankrupt for a while now.

Well, if you leave your own cities very lightly defended and constantly recruit units every turn, you can get a full stack pretty quickly. The AI is quite erratic; it could have just been saving a bunch of armies just for you.
A Greek army stack sat outside a Greek town for 20 turns then randomly besieged my city, so yeah. It could have just been sitting on 5 armies.

its hard to leave cities as the juli because f you do then get ready for a rough 4 way... and your cities are the lady

I wasn't suggesting this, but this is what the AI tends to do.

^ This. Proof that the AI yes indeed does cheat. While you the player can run out of money the AI never does (in any Total War game). It's not so evident in RTW as in other games but it's still there. In other TW games i've sabotaged every building in an enemy city, killed all their diplomats, and they can have zero trade with anyone and still they keep on recruiting soldiers and never ever go bankrupt. I get the reason the devs did it, but it's still ♥♥♥♥♥♥♥♥.

I disagree. I was fighting against Gaul, as either Briton or German i can't remember, and one turn Gaul had a good 1/2 or 3/4 stack sent at me. I bribed it...poof gone. Next turn, another 3/4 stack. Bought, poof, gone. Next turn...same thing. The barbarians don't have that great of roads, you can't just walk clear across map, AND you can't recruit more than one unit at a time so it's impossible for me to be attacking Alesia and have Gaul constantly sending up armies. It's impossible. They only do because the AI cheats.

so whats the point of a battle since every battle you win your army gets weaker... i wish they did a thing where you get a random amount of money every battle (the larger the army the more money) and if there is a general or a famous general (meaning they are expereinced and have fought lots of battles.its would be a trait) they would have a lower chance to die and a high chance to be held prisoner and they could join your side (though they would have almost no loyalty) and if the king is in the army lets just say your men will be walking home with LODS Emony.

Third Age MOS has a mechanic where you 'raid' the enemy camp after battle and get a small amount of Gold. Med 2 itself has a prisoner mechanic, not for Generals. Unfortunately such things would be impossible to add to the R-TW engine.

i gave up trying to use mods after roma sure-ctum because when i launch that mod it crashes when i start the campaign

That's because the Steam version is a bit borked when it comes to mods, especially ones like RS that aren't mod foldered. The mods leader has gotten it to work with the Steam version, they will likely release a Steam patch or Steam install option in the next update.
