Does Urban Cohort exist in Campaign? If so how do I get them?

yes, and you get them after the marian reforms, just upgrade your barraks all the way

Upgrade your barracks and after a certain amount of turns , a message will pop up and you will be able to recruit loads of new units.

If you want the reforms faster, make the other roman factions get their early conquests quickly. Julii must be in control of Patavium and Mediolanium, plut the port a little north west of their starting capital. The Scipii have to have Thapsus and the Brutii need Apollonia and the greek town south of that. Maybe Athens too but I can't remember. The quicker they take these the quicker the reforms happen.
