How do I make a faction become my protectorate?
No one ever agries, even if I am sieging their last town with an army 10 times bigger than theirs...
And I always see protectorate agreements, for example brutii getting Germania as protectorate even though they never fought and are devided by my lands (Julii)

I am only speculating but I belive that Rome has a similar international reputation structure like the newer total war games. I have noticed that in late game is becomes more difficult to gain alliances and military access. I am truthfully uncertain if this is because I have broken trade agreements.

I am certain there is an informative guide somewhere on the net, but I am unable to find it for you.

The only way you can do it is through democracy and some factions just wont accept it, if this continues try giving the faction you are dominating something in return. Hope this helps.

Thanks, but I already tried giving all the faction's original territories, and they still won't accept...

In Rome it was just a broken feature for the most part that never got fixed. It can happen, but you have to hit the conditions perfect.
