First, go into your steam folder all the way to Rome and make sure there is a bi.exe present. If it is there, try adding -nm to your launch options and see if that doesnt pick it up. If it is not present, then that is a steam issue.
I am operation on a windows 8 and i'm still getting used to it so it might take a whie for me to find the folder. What do you mean add -nm?
For adding launch options, simply right click your game title and select properties. On that window that opens there is a button to set launch options, just click it and add the line then select ok and try starting
I can give you all the if and then you want, but I cant help you with windows 8 and running this game, only windows 7 or 8.1.
Before you do, go to your games list. Right click Rome: TOTAL WAR and select properties. A Steam window will pop open. Towards the bottom there are two buttons. One says "Set Launch Options". Click this button and another window will pop open even smaller. Type in
-nm
Click ok, click close. select play game and see if you go into Rome or get a small Steam window that lets you select Rome as one option and Barbarian Invasion as the other where you haved to also select to continue as well.
If that doesnt work for you, message me and I will see if we can find what is wrong, but I think it is going to be a Steam error rather than game error and I cant support steam as I dont know their code. You will have to message steam support for that.
