"#1 - Install your mod
#2 - Go into your RTW directory (wherever you installed the game), and look for the mod folder (eg. for Europa Barbarorum it's the "EB" folder)
#3 - Keep that folder's name in mind
#4 - Go to your Steam Library, right click Rome: Total War, and click Properties
#5 - Click on "Set Launch Options"
#6 - Type this in there (replace *MOD FOLDER NAME* with the name of your mod's folder)
-mod:*MOD FOLDER NAME* -show_err
eg. for Europa Barbarorum it would look like
-mod:eb -show_err

it also helps to remove rome total war from the steam folder,
I tried, but the game doesn't work
Also make sure you have the screen resolution of the game to the ones your screen supports, other wise the game will just keep on crashing
My problem is I tried to install some other mods besides RSII, but no one of them worked, so I think RS3 will not work, too
