The gods of orgies and drunkenness were niche gods for a small Hellenized minority.
Spies abilities aren't really useful. Going through the gates is usually a terrible idea.
A poorly defended city is pretty easy to take regardless, especially if you have at least one piece of field artillery.
This leads me to conclude that at least in some circumstances spies and relatively fast armies are better than armies slowed down by artillery.
Arty in this game is good so I don't see why you'd opt out. It also forces the AI to attack.
Another method of forcing AI to attack is to be seemingly inferior. Lay siege to a well defended city and in the interturn AI will attack. This allows to take the city earlier than if you let yourself be slowed down by infantry or even artillery.
