That said, quick advice, delete your Rome files in the folder, verify file integrity through Steam, steam will replace the vanilla files. Install your mod to a dummy folder named Surrectum on your base C drive. Now, open this folder. If it has everything inside of a mod folder, drop that mod folder into your Rome main folder and use launch option through Steam "-ne -mn -show_err -mod:(name of mod folder, no spaces. If the mod folder has a multiple word name, replace spaces with an underscore) Launch through Steam.
NOW, if you open this folder and it has a data folder and other files, go back up to see only the main folder and drop this main folder into your Rome folder and again use the steam launch options.
Steam launch options are found by right clicking a game in games list and selecting properties. There is a line at the bottom of the page which opens which allows putting in text. Put the launch options here without quote marks.
