the romans will hit Marius when THEY get a huge city in italy or sicily.
you can only find out how they're progressing towards that in your current campaign by sending spies.
24000 population in a city will let them get there.
BUT the brutii will have a humungous empre well before that.
anny faction that can build a hughe city AND recruit legionairs, wil trigger the marius event,once the imperial palace is build !!!!!! and it do's not need to be in italy
as seleucids,, just build the biggest palace and reforms wil start :)
The romans build an imperial palace when they get 24k population in italia.
They get 24k population over time.
Time is time, wait a little, and if you can't wait, kill them with your silver legionaries when you get them.
If you want to know if you should wait, send spies to italia to figure out if Rome is a backwater town, or the center of an empire.
Because jupiter-damn it, the marius reforms take place when they take place, which is when the romans build an imperial palace in italia.
In our world though, it took place in 107 bc (133 years after 240 bc)
If it's the former, you gotta send alot more, and expect alot more spy casulties.
If it's the latter, you gotta send assassins with your spies, because the Romans also have assassins and they're killing your spies.
