When is the best time to use auto manage on your settlements?

Absolutely never lol. All it does is use your money on mindless upgrades that aren't necessary, like highways on crete. Why the hell would you need highways on crete.
Maby once you have 40+ cities and basicly unlimited money?
Then you might aswell just turn on auto manage for a few unimportand cities.

I tried it for one round and no word of a lie it lost me over 50,000 and that was with profit building in mind! :(

One of the joys of the older TW games is being able to individually micro all your settlements in order to balance growth, income, and to prioritise which buildings you absolutely need where and when - as well as being able to chuck a governor in them for the purposes of cheaper training, better public order, better growth, or better income - or a combination of the above. Auto-managing may seem like a great idea, allowing you to focus purely on fighting battles, but it will generally hold back the development of your nation, as well as (as you've found) wasting a LOT of money in the process. Rather like auto-resolving battles, it's there as an option but not necessarily a good one.
i suspect the feature is included, in the words of the manual of one of the older TES games, because "we believe in giving players the freedom to make their own choices, even if they're bad ones".

It just causing you pain...
Even ever resolve a battle through AI i lost an army of 500 againt a settlement of 81 scpii romans ......

I'd say ONLY and ONLY when you get about to half of the campaign map, however I still suggest just rightclicking ''town'' or ''city'' at the bottom every turn too scroll through the settlements quick and construct buildings. But if you're lazy and confident of winning then you could put them on automanagement but be carefull with auto recruitement, AI likes to spam wardogs or other weird units that won't be that usefull
