C. Increase Taxation and lower Race and Game frequency.
This is not a big deal as some cities are bigger than others and will have more income/trade.
What is important is that you don't keep expensive troops as garrision (use peasants), and build roads/ports for trade which will boost your income. As long as your overall balance is ok, don't worry too much about the individual towns/cities.
