Skip text option?
This game has a -LOT- of talking. Not meaningful talking, just waffling. Invariably, I skip talk of listening to some inconsequential tart talk about his 'mother' and then have him randomly pop in a question after 30 pages of monologue which I don't see coming and pick the wrong answer, requiring me to go back from the last save and skip through it all again.

Is there a way to skip blocks and scenes of text? And more importantly, is there some way of getting a secret option to tell every character in the game "I really don't care, please shut up."?

Click and hold to skip text (however give breaks inbetween or may get performance issues) and no such option.

Unfortunately most games do not allow you to solve its inherent flaws.

Most VNs have the ability to skip unread text, skip all text, and to scroll to reread text in the recent past (including stuff you skipped for whatever reason).
Recently picked this up and really annoyed at a bunch of these ease-of-use issues.

If your not playing it for the story and its dialog what are you playing it for?

PB and Phidget's mother is brought up again later in the story but without the context of the scene your talking about you wouldnt connect them. Its called setup or foreshadowing....

We are playing it for the story, but this completely misses the mark. It's like someone complaining about bad controls - we're complaining about things that are getting in the way of enjoying the story.
(Specifically for skipping text - this allows people to get multiple endings more easily as well as all of the extra scenes that come from following certain dialog options)

I strongly second this. These features are an integral staple of the visual novel genre; a game such as this involves playing through the game in different ways in order to see the variations in content, and these features greatly help facilitate the ability to quickly arrive at and differentiate the changes in content, especially subtle ones. While holding the mouse button allows for an analogue of skipping that's better than nothing, it's still awkwardly slow and not sensitive to the possibility of unseen content (which is compounded by the lack of ability to see story scrollback).

While I could see the possible warrant for not allowing the player to be able to save at any arbitrary point (for instance, if you wanted to pull Undertale-esque shenanigans in a VN), the ability to access the load menu from an arbitrary point of the game (rather than just save points) is also sorely missed. It would be really helpful for these things to be addressed; the absence of these features is a rough, unpolished edge to what's otherwise been a rather immersive gaming experience.
