I had the same exact issue as you and this worked for me, took just a few minutes.
Though the reason for the patch was different for the linked thread, the end result is that the game actually launches for me now on my current gen system

STEP 1: get Scanner Sombre executable location.
STEP 2: make a windows firewall rule that blocks "scanner sombre.exe" from accessing the internet.
That's all, the rest describes how to do that.
How to get file location: in your steam library right click on Scanner Sombre, hover over manage, click Browse Local Files. You can copy the path from the address in explorer.
How to create a windows firewall rule. There are tutorials (like one from howtogeek which I recommend because it has pictures), but I'll summarize here: click start menu, type "advanced security" and an option will be named "Windows Defender Firewall with Advanced Security" (another option is to go to settings -> Windows Firewall -> click on Advanced settings). Now click Outbound Rules on the left, then on the right click New Rule, select Program, select This program path, paste the path in, type "\" (backslash) and append "scanner sombre.exe" (or press the down arrow twice until you get the right file), click next, click block the connection, click next, leave all checked, click next, name rule add description, finish it.
