Report a translation problem
Have you played with your friend before and it has stopped working recently or have you never managed to connect in the first place?
Can you connect to any other lobbies or do you even see them?
Did you maybe crash while playing online and it stopped working after that?
If all of this doesn't work/you don't want to bother you can still connect via LAN but you need some external program to link you, like Hamachi/Radmin/etc.
So, I can connect to other servers, but my friend can't, suggesting to me that the problem is on his end. He's going to try reinstalling when he's next on, though just before he came off today when trying to join a random server he got some kind of runtime error.
Reinstalling shouldnt be necessary, but I would advise to check his installation folder for some crash files ( minidump files, .mdmp extension), they would look like this.

They have caused issues in the past when connecting to games so you can freely delete them (they are just crash files, deleting them wont break the game)
He can check in Control Panel - > Network and Internet -> Network connections
Nothing should be enabled except his Ethernet
